Pick challenger
The mechanism is the clearest part of this entry. A child is seated in a correctly installed car seat wearing a thick puffer or snowsuit. The caregiver tightens the harness against the outside of the coat and passes the pinch test at the shoulder. The mechanism is demonstrable, the authoritative bodies agree on both the physics and the behavioural mitigation, and the recommendation to remove the coat and use a blanket or reversed-coat layer over the buckled harness is supported regardless of whether the attributable mortality is one death per year or a hundred.
